Net neutrality is a term coined by Columbia University media law professor Tim Wu in 2003, as an extension of the longstanding concept of a common carrier. Net equality is the principle that Internet service providers and governments should treat all data on the Internet the same, not discriminating or charging differentially by user, content, site, platform, application, type of attached equipment, or mode of communication. What this really means is the internet is controlled by a principal that includes everyone equally and within that premise ther should be no censorship to favour one type of information over another.

Legal enforcement of net neutrality principles takes a variety of forms, from provisions that outlaw anti-competitive blocking or the cutting back of Internet services, as well as legal enforcement that prevents companies from subsidizing Internet use on select and particular web sites.

The recent announcement that the provincial government of Quebec Canada will initiate an internet service provider blocking edict through legislation that has been under consideration that would allow Quebec residents to only access websites that have previously met government approval, this in fact is a government deciding what information and content the citizens can access via the internet. Quebec’s Minister of Finance spokesperson is saying that the bill is protective in nature and seeks to protect residents. To impose Internet censorship on online casinos and gambling operators other than the government operators would be following the example of some jurisdictions in Europe for example. Opposition towards the idea have suggested it is a slippery slope when a government uses the net to control and protect businesses such as government operated gambling enterprises.

Blocking web sites to prevent crimes from taking place is one thing but taking the ability to choose where to play poker or play a virtual slot machine seems more like a heavy blow. The alternative to censorship was to ask the money processors to reject online gambling transactions but this failed to meet approval.
