This system is difficult to buck
The owner of an internet café in Örebro in Sweden became the victim of bureaucracy this week after the premises was shut down by the local council, which argued that its twelve PCs were 'occasionally' used for online gambling and the owner therefore needed a gaming permit.
Protesting didn't help, and when both the country administrative board and the administrative court ruled in favor of the cafe, the case was taken to the administrative court of appeal in Jönköping, which ruled that a PC - even in an internet café - automatically becomes a gaming machine if someone plays games with a financial stake on it.
One can only imagine the hoops the owner will have to jump through to get a license.
