There's the possibility the U.S. could file a complaint with the WTO against China, which became a WTO member in 2001.

It certainly won't help the American cause if they don't comply with the WTO on Antigua. Never mind threatened trade sanctions, dealing with China is much more important. That's what gets the U.S.'s attention. Unquote
