The Gambling Regulatory Authority of Ireland (GRAI) is the country’s first centralized gambling regulator. Established under the Gambling Regulation Act 2024, GRAI officially launched on 5th March 2025 and oversees all forms of gambling in Ireland, online casinos included, with the exception of the National Lottery.

GRAI opened its licensing portal on 9th February 2026, initially for betting licenses covering both remote and in-person activity. Three license types are available: B2C (covering online and in-person betting), B2B (for suppliers of gambling products and services), and charitable gambling licenses.

The regulator has teeth: fines of up to €20 million or 10% of a casino’s turnover, whichever is higher, plus court orders to shut down unlicensed casino sites.

When casino applications open in 2027, not every international site will apply, and a few may leave the Irish market. Before you register at any online casino, check its current license in the issuing regulator’s own register: the MGA, Kahnawake or Curaçao registers cover the sites ranked above.

A casino bonus is not cash you can simply withdraw. Every offer on this list carries conditions, and five of them decide whether you ever see the money:

  • Wagering Requirements: You must wager the bonus amount, and sometimes the deposit too, a set number of times before you can withdraw real cash.
