New York Lawmaker Continues Push for Legal iGaming Apps
State Senator Joseph P. Addabbo, noted supporter of gaming in New York, sees a future very soon where iGaming is legal and regulated in the state. Oodles of tax revenue could follow.

Senator Joseph Addabbo, the biggest champion of licensed and regulated gaming in New York, told reporters gathered at a recent FanDuel event that the state will eventually legalize iGaming.

“We knew New York would do great in the market nationally, I want to congratulate you on carrying the ball across the goal line”, Addabbo said. “We’re not done, we want to expand FanDuel here with iGaming.”
FanDuel’s new New York offices are now in the famous Flatiron Building at 175 Fifth Avenue. The company, which offers sports betting in New York, employs approximately 800 people in the state.
Addabbo has introduced multiple bills in the state legislature that would have legalized online casinos. As of yet, neither of those pieces of legislation has reached a vote by either the Senate or the State Assembly.
Understandably, FanDuel is anxious for legal iGaming in the state. Across the U.S., FanDuel Casino challenges DraftKings, BetMGM, and Caesars for market share.

FanDuel Sportsbook is the king of New York. In the last two years, the operator has recorded $2.1 billion in total handle in New York, the highest figure among sports betting apps.
New York is a golden goose of sorts for online casino operators. Based on state population, it’s estimated that New York could generate as much as $1.5 billion in tax revenue annually from iGaming. In 2024, the state gathered more than $1 billion in taxes from sports betting operators.
New York has one of the highest rates of taxation for online sports betting companies: 51% on gross gaming revenue. That ranks near the top for states with legal sportsbooks. It’s expected that Addabbo would recommend a significant tax rate for FanDuel Casino and other commercial iGaming apps.
Online casinos can generate much more tax revenue than sportsbooks because the win rate for the operator is much larger. Most sportsbooks report a hold percentage between 3-10%. An iGaming operator can have a win percentage five times that number.
